Incompass Michigan is a statewide network of comprehensive human service providers working together to develop independence and achieve inclusive communities.

Message from our CEO

In 2019, we launched a new trajectory - a pivotal point in the journey of our network. As we celebrated our 45th anniversary, we also recognized how the association has grown and evolved over time, to represent a diverse group of mission-driven organizations - leading us to an increasingly holistic approach to how we serve our members.

We set in motion a new three-year strategic plan, emphasizing our shared passion for independence and inclusion for all, and a focus on strategic values that point toward the future: long-term strategic perspective and direction, adaptation to change, partnerships, alliances and collaborations.  The pillars of this strategic plan have been established and strengthened:

Advocacy - web-based infrastructure providing training, talking points, and reporting system; and a member toolkit to guide critical connections with legislators. 

Innovation - issued two Innovation Grants on strategies for recruitment and retention of the Direct Support Professional workforce.

Leadership Development: with planning complete, our signature membership feature will be enhanced with the implementation of a newly expanded Incompass Michigan Leadership Pathway.

Education - our staff training initiatives remain highly respected and valued, a foundation from which we will elevate our professional development presence moving forward.

Our public policy efforts emphasized support for Employment First to increase competitive integrated employment outcomes, investment and solutions for the direct care staffing crisis, and ensuring Michigan’s implementation of HCBS regulations protects individual choice and promotes community integration.

Of course, the biggest transformation of the year included a fresh approach to our identity; a new name that better articulates the work we do, while promoting and supporting the work of our members. Incompass Michigan remains fully dedicated to empowering our members to achieve their mission, and strengthening our recognition as leaders in the human services field.

2020 has already re-established all our priorities, and certainly distilled the focus of the Incompass Michigan Team on one of our four Core Values: Loyalty – which to us means that we continuously remember who we work for (we work for you, our members).  We look forward to embracing our next chapter together, continuing to adapt to change while leading the association into the future.

Incompass Michigan Invests In Our Members

We remain dedicated to empowering our members to achieve their mission. In 2019 the Association invested in our members through rebranding to more effectively promote the work of our members, an Association Management System to enhance virtual connectivity and streamline operations, and the Online Advocacy Center acquisition and implementation to make it easier for our members to advocate for legislation and policies that increase opportunities for optimal independence and inclusion for all.

Innovation Grants

The new Innovation Grant Program was an opportunity to encourage and reward Organizational Members who are thinking outside the box to solve one of our industries biggest challenges - recruitment and retention of direct support staff. Two, one-time, competitive grants were offered for 2019, proposals from InPro and North Country Community Mental Health were selected from a diverse pool of entries.

InPro focused on improving direct support staff retention rates through vocationally focused training. They implemented a training program designed to educate job coaches on the vocational goals, skills, practices, and behaviors that many of their clients are working to develop. The new training was aimed at increasing morale and improving outcomes.

North Country Community Mental Health partnered with MI Works! regional Business Resource Network to increase employer recruitment and retention by bringing the BRN strategies of employment retention to a service provider and facilitating the expansion of a proven model to the very difficult job of caring for clients. An on-site Success Coach acted as a confidential third-party, connecting employees to resources that could help break down barriers and offer needed assistance.

As part of the grant, both organizations reporting on key lessons learned from their projects to inspire and inform other member organizations with their direct support staff recruitment and retention efforts. Click to read the report.

215 individuals participated in professional development training opportunities throughout the year, including:

  • Motivational Interviewing, Beginning and Advanced

132 individuals attended Spring Conference with sessions focused on Non-profit Landscape, Employment Law, Rate Restructuring, Current Political and Policy Updates, Regional Workforce Initiatives, state VR Update, Direct Care Staffing Dilemma, and Provider Transformation.

re:con brought together 391 from across the state for 45 breakout sessions, great networking, an exhibit area featuring the Micro Enterprise Market, and six presentations on the Innovation Stage that highlighted new and exciting ideas from colleagues.

Leadership Programs

The Leadership Academy Graduated the 9th class of the Leadership Academy, now totaling 146 graduates since 2010; and welcomed the 10th cohort. Many of these graduates have been promoted to elevated leadership roles in their organizations since attending the Academy.

The Leadership Academy expanded its curriculum to include a full day Legislative Advocacy seminar providing Academy participants a baseline of understanding for the legislative process and where to go to find legislative information how to effectively engage with government officials.

Incompass Michigan remains committed to providing a strong leadership development program. This year, we'll be announcing, Incompass Michigan Leadership Pathway, sustaining our Academy and Continuum, while introducing new programming for emerging leaders.

Incompass Michigan welcomed the third class of The Leadership Continuum, our advanced leadership development program. This program continues to be a premier program for Leadership Academy graduates seeking continuous learning to strengthen their leadership awareness and skills.

Regional Meetings and Workgroups

169 individuals participated in our 13 Regional Meetings and 11 Workgroup Meetings - including the CMH Workgroup and Skill Building Tours, VR Workgroup and Direct Support Professional Task Force. 

This peer-to-peer connectivity provided opportunities for discussing hot topics, advice, feedback, collaboration and best practices.

Workers Compensation Fund

Incompass Michigan administers a self-insured workers’ compensation insurance fund for its members. The program has been in operation since 1988 and has paid back over $22 million in dividends and discounts – over 1/3 of premium collected has been returned to our members. Many Fund members have enjoyed discounts ranging from 15% to 95%, based on their loss history with the fund.

Health and Safety Training & Loss Prevention Services

Incompass Michigan staff provide health and safety training for organizations working with people with disabilities and other barriers to employment. In 2019 staff provided 3,687 hours of workplace health and safety training and 121 of Loss Prevention Consultation hours.

Incompass Michigan health and safety training include more than fifteen topics: Bloodborne Pathogens; Hazard Communications – Right to Know; Ergonomics; Safe Driving; Safety Committee Management; and more. This service and customized health and safety training is free to members and is available either web-based or at your location.

Incompass Michigan’s health and safety training is supported by Michigan Occupational Safety and Health Administration (MIOSHA) CET Grant Funding.

Advocacy

Incompass Michigan is dedicated to shaping public policy in a manner that optimizes independence and inclusion for individuals with disabilities and other barriers. Our 2019 priorities included urging legislators to:

  1. Support Michigan's investment to promote employment opportunities for all working age individuals with disabilities.
  2. Address the staffing crisis that currently exists in the recruitment and retention of direct support workers providing behavioral health services by supporting investment in direct care wages to ensure the availability of quality behavioral health services and supports.
  3. Respect the rights of individuals with disabilities and their families to make informed choices from a full array of service options. Make sure the state's implementation of federal Medicaid Home and community Based Services (HCBS) regulations protects individual choice and promotes community integration.

72 individuals from member organizations participated in Day at the Capitol to share these priorities and their own with legislators and administration officials. 

168 Advocacy Center submissions were sent by members to their legislators about important issues impacting member organizations and individuals served.
