How CROs can do Business with the State of Michigan - May 2023

This presentation will cover the enabling legislation for the CRO set aside program, the process to request that a contract be set aside for provision by a CRO, a brief overview of the State contracting process, opportunities available for CROs through the Michigan Supplier Community Program (MiSC), and the recent governor’s directive (2023-1) regarding contracting with Geographically-Disadvantaged Business Enterprises (GDBEs).


Genevieve Hayes -

Genevieve Hayes serves as Director of the Policy, Training, and Outreach Division of the the Department of Technology, Management & Budget (DTMB) Central Procurement Services office. In this capacity Ms. Hayes oversees a variety of support functions that assist Central Procurement Services in delivering its core mission. In addition, Ms. Hayes has been the department’s representative on the CRO Set Aside Committee since 2011.

Prior to coming to DTMB, Ms. Hayes was an account manager at Lear/International Automotive Components. Her work experience also includes working as a contract negotiator and business analyst at EDS as well as serving in a variety of district sales and marketing positions at the Buick Motor Division of General Motors.

Ms. Hayes has an MBA from Wayne State University in Detroit and a Bachelor of General Studies from the University of Michigan, Ann Arbor
